Creation of new tournament.

	New tournament can be created during performance of the "New tournament..." wizard.    It is necessary to pass the wizard, answering questions.    New competition can be created, having copied a folder with existing competition and its subsequent clearing. This way is much easier, for example, for competition repetition next year.
	Specify the name of new competition. This name is displayed in a tournament tree.    Click "Next >>" button.
	Specify the name of a folder (file) and a competition location.    Click "Next >>" button.
	It is possible to specify a template for creation of groups in the form of a plain text. A space of the first symbol of a line (the blank or tabulation) means creation of group of the second level. The master supports creation of two levels of groups.    Click "Next >>" button.
	Here it is possible to estimate correctness of understanding the offered template. At unsatisfactory result it is possible to return on previous step and to repeat input of a template or to refuse it.    Click "Next >>" button.
	Specify event time of competition.    Click "Next >>" button.
	Specify an admissible divergence of time.    Click "Next >>" button.
	Specify possibility of offset of communications with participants not sent files.    Click "Next >>" button.
	Whether specify it is necessary to read to the participant of communication in case of a partner error on receive.    Click "Next >>" button.
	All is ready to competition creation.    Click "Run" button.
